In fact, even though many foreign talents arrived in Hong Kong under different immigration schemes and joined the local labor market in the past period, the local unemployment rate remained at a low level close to universal employment.

At the end of 2022, Hong Kong started the talent competition mode, launched a new high-end talent pass program, and set up three application categories, including class a high paid people and class B and C top university graduates. The Secretary for labour and welfare, sunyuhan, said on December 4 that as of the end of October this year, the gaocaitong program had approved nearly 85000 applications, of which only about a quarter were class a applications. However, at the same time, the employment percentage of class a respondents who have arrived in Hong Kong for six months or more is close to 60%, higher than that of class B and C.

Sunyuhan also said that in addition to the gaocaitong program, the SAR government also implemented other talent entry programs to attract diverse talents to Hong Kong for employment and settlement. Among them, the general employment policy and the scheme of importing talents from the mainland are based on employment. The talents who come to Hong Kong through these schemes must be recommended by their employers. The design has ensured that these imported talents meet the needs of the local job market. As for the excellent talents immigration scheme, it aims to attract high-tech talents or talents to settle in Hong Kong, so as to enhance Hong Kong's economic competitiveness. In addition, the SAR government has also formulated and updated the list of talents in Hong Kong from time to time, so as to attract high-quality talents more effectively and focus on, and coordinate with the high value-added and diversified development of Hong Kong's economy. At present, the talent list covers 51 majors in nine industries and fields. It shows the talents that Hong Kong most needs and is qualified to obtain entry convenience through the general employment policy, the mainland talent import scheme and the excellent talent entry scheme. The SAR government will continue to review the effectiveness of various talent import schemes and optimize or adjust them as needed.

The difference between the Hong Kong Talents Program and the excellence program:

1. Application requirements: the professional requirements are lower, with bachelor degree or above, management or business experience is enough, without competition; Excellent talents need to be comprehensively scored in terms of age, education background, work experience, language ability and other aspects, which is competitive.

2. Subject of application: professionals are applied by employers of local enterprises in Hong Kong; Excellent talents shall be applied by myself.

3. Work: professionals need to get an offer first, while excellent talents do not need it; Professionals who want to change jobs need to submit an application to the immigration department again; Excellent talents are free to change jobs at will, and they can also be temporarily unemployed during this period.

4. Speed of approval: experts' applications are approved quickly, and they can get their identity in 1-3 months; Excellent talents need 6-9 months.
